Prof Silou's academic background includes Dilpôme d’Ingénieur (Master in Chemistry), Paris, France, 1976; Diplôme de Doctorat d’Etat es Sciences (Post Doc in Chemistry), Montpellier, France, 1980-1984; Post-Doctoral training on Scientific and Technical Information (Patents), The Hague (EPO), Paris INPI, Munich (Institut Max Planck), Geneva (WIPO), 1979; Post-Doctoral training on Quantum Chemistry, University of Louvain-la-Neuve, Belgium, 1979, 1983; Post-Doctoral training on Evaluation in Education, PRIMTAF Project, University of Montreal, Quebec, 1996.

Between 1976 and 1984, he worked as Assistant Lecturer at the  University of  Brazzaville, CONGO; 1984 - 1994: Lecturer, University Marien  Ngouabi, Brazzaville - Congo; and from 1994 to 2014, he has been a Professor in Chemistry, Biochemistry, Food Engineering, (CAMES) at the Universities of Brazzaville, Franceville, Kinshasa.

During these times, he has served in various positions including Head of Department of Chemistry, Faculty of Sciences, University of Brazzaville, 1979 - 1982; Head of Industrial and Technological Sciences Section, Department of Education, University of Brazzaville, Congo. From 1984 - 1986, he was President of the Commission in charge of the Scientific Cultural Affairs, Faculty of Sciences, Brazzaville Congo and also from 1986 - 1996, President of the Commission of Scientific Evaluation, Faculty of Science, Brazzaville, Congo. He has also held many governmental positions in Congo where he has contributed immensely to the development of Science, Technology and Innovation. In 2002, he was the deputy in charge of Higher Education and Scientific Research, Ministry of Higher Education and  Scientific Research.
